Call to Order
The meeting called to order at 1:32 pm, Lakeside Methodist Church by Steve Barkley.
Introduction of Members

A total of 21 people were present, representing 15 memberships and 34 votes that included 1 proxy vote. Quorum was established.
Minutes of the 2019 Annual Meeting
The motion to accept the minutes was made by Melissa Horner and seconded by Don Walton. Motion passed.
Appointment of Election Inspectors
Election Inspectors for 2020 will be Cheryl Wangrin, Bill Groce, and Billy Roberson.
Reports of Committees
ARCHITECTURAL CONTROL COMMITTEE
Cheryl Wangrin reported 2 projects, a new home and a garage that were approved in 2019 and completed in 2020.
An application for a new home and shed on Pelican Point was approved and finished. A new pool on Tall Oaks has been delayed due to supplies and covid. A detached garage replaced a tool shed and there is a new deck on Pelican Point. The new tool shed on High View Circle is complete but needs paint. A new deck replacing a roof extension is in progress. Inquiries have been answered and complaint letters for non-compliance were mailed. Three new homes are being built this next year. New construction or additions to property must be approved by the Architectural Control Committee. Cheryl Wangrin reported on LP Smartside Siding and then motioned to approve it as a new material for shed structures no larger than 12 feet by 16 feet. Seconded by Bill Groce and motion passed.
MAINTENANCE COMMITTEE
Scott King reported no work days for 2020 due to covid. On May 8, 2021, property owners groomed the front entrance and planted new flowers, the storage lot was mowed and tree limbs were trimmed. A fall work day is planned, and a sign-up sheet for maintaining the front entrance was passed around. A second sheet was passed around for volunteers to maintain the storage lot. Plans for 2021 are to inventory the equipment on the storage lot and dispose of abandoned trailers. To be approved in the budget is the purchase of more stone for the trailer pads. Scott reported that the volunteer system for mowing the right of way is working well and thanked the volunteer mowers. Scott reported that the high level of construction traffic this past year, including 350 heavy loads has created much road damage. It is prohibitively expensive to dig out and replace roads in the entire subdivision, but patching and repairs will be done within the budget. Scott requested a road committee of several members to manage April Cove roads. Kris Horner will research if a large loan is possible for the HOA.
GOOD WILL COMMITTEE
Wanda Rollins reported that she welcomed new property owners to April Cove over the past year. The annual Meet and Greet is planned for May 29, 2021. Cheryl Wangrin created the new April Cove Directories and distributed them. New features include a map and a list of plat numbers and names.
Reports of Officers
PROGRESS REPORTSteve Barkley
Steve reported there are 144 lots, with an increase of 3 properties from 2020, that are voting and billable. There are 82 property owners and 49 completed homes. Of the 82 property owners, 56% have homes in April Cove. No lots are owned by a developer. There were 7 property transactions in 2019, and 8 in 2020. April Cove’s Board also sent compliance letters to homeowners. Van Wagnon reported on the new “yelp siren” installed at the gate, at no cost to April Cove. The Southern Oaks Volunteer Fire Department purchased and installed the equipment that will open the gates at the approach of emergency vehicles, saving precious time. The SOVFD has begun to distribute a fire extinguisher and 2 smoke detectors at no cost, to residents on the south side of the lake. There is groundbreaking for a new concrete and lighted helicopter landing pad at New Hope Baptist Church, which is funded with donations from the community. Helicopter lifts are done 4 or 5 times a year. Windstream’s internet service was upgraded and improved with new equipment at the subdivision entrance. The flagpole project approved at the last meeting has been put on hold, due to the shortage of maintenance manpower. Susan Barkley reported that April Cove’s website has been updated, and the Facebook page continues to be helpful for communication.
FINANCIAL REPORTKris Horner
Kris reported that the bank account has been moved to Wells Fargo, making it possible to bank electronically. Melissa Horner is using Quick Books for electronic invoicing. The HOA is $7,000 under budget this year. Mike Harris motioned to approve the financial report, seconded by Melissa Horner. Motion passed.
BUDGET FOR 2020Kris Horner
The proposed budget for 2021 was presented. Van Wagnon motioned to approve the 2021 Budget, seconded by Billy Roberson. Motion passed.
NEW BUSINESS
Bill Groce noted that one of the buoys needs repairs or replacing. Cheryl Wangrin stated the buoys were last replaced in 2012, and presently all 3 have moved and are taking on water. Cheryl will coordinate the purchase of 3 new buoys and materials, with an expected cost of $330.
ELECTION OF OFFICERS
Van Wagnon motioned to retain the current Board, Steve Barkley, President; Scott King, Vice President; Kris Horner, Treasurer, until the next annual meeting, February 2022. Seconded by Don Walton. Motion passed.
Architectural Control Committee members will be Cheryl Wangrin, Bill Groce, and Billy Roberson, with Mike Harris as alternate.
GOOD AND WELFARE
Bill Groce called attention to a damaged portion of road that connects to his driveway and asked for repairs.
The lake level is 315.5 and gates are open. Lakeside ReMax has purchased the bank building by April Cove and the Teels are using it for office space. The Teels have also purchased lots along 416 that are in front of April Cove. Van Wagnon has spoken to the Teels about the $500 fee previously paid by the bank, for the use of April Cove’s private entry road to the subdivision. The annual SOVFD Chili Supper and Cake Auction was a “drive thru” and an auction was online. Van reported it was the third best year ever for money raised. Members are encouraged to support the SOVFD and local businesses. Wells Fargo has possession of an empty house in April Cove. There are plans to discourage dumpster abuse by non residents and local contractors.
Jane Suggs motioned to adjourn the meeting, seconded by Wanda Rollins. Motion passed. Meeting adjourned at 3:25 pm.
