Call to Order
The meeting called to order at 1:33 pm, Lakeside Methodist Church.

A total of 32 people were present, representing 51 votes, 20 memberships, that included 1 proxy vote. Quorum was established.
Minutes of the 2018 Annual Meeting
The motion to accept the minutes was made by Van Wagnon and seconded by Sharon Ridge. Motion passed.
Appointment of Election Inspectors
Election Inspectors for 2019 will be Carla Harris, Lisa Curtis, and Sharon Ridge.
Reports of Committees
ARCHITECTURAL CONTROL COMMITTEE
Mike Harris reported that there were 2 applications. Construction of a deck on Pelican Point was approved. Construction of a house at Deerwood and Tall Oaks remains under review.
MAINTENANCE COMMITTEE
Scott King reported on 2 work days. The tasks completed included a new flower bed behind the entrance gate, new street signs, storage lot and right of way maintenance, and dumpster road repairs. Everyone was reminded that the dumpsters are for household trash only. Scott asked for volunteers to assist with the right of way mowing for 2019.
GOOD WILL COMMITTEE
Wanda Rollins reported ongoing efforts to welcome new members to the community.
Reports of Officers
PROGRESS REPORTSteve Barkley
Steve reported that there are 138 lots in April Cove, 134 residential, and 4 non-residential, with 47 homes. There are 83 property owners including WHP who owns 6 lots but is not a member. There were 12 property transactions in 2018, and 57% of our owners have built homes. Scott King distributed 3 newsletters. Compliance letters were sent to 2 members, for non compliance of deed restrictions. The front entrance flower bed on the west side was completed. The electrical and lighting project at the storage lot was completed. There is an electric meter on the pole, a dusk to dawn light fixture, and the storage shed has electrical outlets and lighting. The project was completed with the efforts of Steve Barkley, and Van & Patsy Wagnon. A battery charger and tire inflator are in the shed for the mower. Project was completed well under budget. Steve presented 2 projects for the approval of the membership. Currently, April Cove rents a post office box for $56 yearly. Steve drives 25 miles to Streetman once a week to collect the mail. It is proposed to install a locked steel mailbox at 113 April Cove, on property that April Cove owns for mail delivery to the subdivision. It is proposed to install 2 flagpoles at the subdivision entrance behind the gate, to fly the US and TX State Flags, to be illuminated by LED lighting. Steve explained the road maintenance plan for 2019.
FINANCIAL REPORT Kris Horner
Kris thanked April Cove volunteers who help keep our operating costs and dues low. Kris proposes a budget increase for legal fees to help with delinquent account collection efforts. It is noted that road maintenance is the largest budgetary item. The motion was made by Sharon Ridge to accept the 2018 Financial Report as presented, and was seconded by Jane Suggs. The motion passed.
BUDGET FOR 2019Kris Horner
A motion was made by Billy Roberson to add a POW/MIA flag to the flagpole, if approved. The motion died. A motion was made by Van Wagnon to accept the 2019 budget as written, and seconded by Billy Roberson. Motion passed.
NEW BUSINESS
Van Wagnon, the new Fire Chief for SOVFD, presented several programs of interest to the community. The Yellow Dot Program provides emergency personnel with valuable medical and contact information in emergencies. A “Symptoms Card” and Child ID Kits were presented. Van encouraged everyone to join both of the helicopter insurance services.
The motion was made by Wanda Rollins, and seconded by Melissa Horner to change the annual meeting date to the 2nd Saturday in February, for convenience of members. Motion passed.
Bill Johnson, owner of Lot 10 R, proposed a deed restriction change that would allow him to keep cattle on his property, that is currently designated for 4 horses. The motion was made by Van Wagnon, to allow up to 4 horses or cows on tracts of land that are 10 acres or more. The motion was seconded by Melissa Horner. Ballots will be sent out in the next couple of weeks and will be tabulated by the Election Inspectors. Kris Horner made a motion to eliminate the 2.5 to 5 acres allowance for horses in the deed restriction language. Patsy Wagnon seconded the motion. There will be a budget shortfall over the next 3 years, and Van Wagnon made the motion to increase annual dues by $35 per lot. It was seconded by Mike Harris. The motion passed and will take effect January, 2020.
ELECTION OF OFFICERS
There were no nominations from the floor for new officers. Steve Barkley, President agreed to serve another term, as did Scott King, Vice President and Kris Horner, Treasurer. Van Wagnon nominated Cheryl Wangrin to serve a 3 year term for the ACCg, and Cheryl accepted. Bill Groce and Mike Harris continue, with Billy Roberson as alternate.
GOOD AND WELFARE
The lake level is 315.5, and there has been much damage from the high winds and water this year to area boathouses. The SOVFD Chili Supper and Cake Auction was successful. Richland Chambers Hardware Store has new owners. Community National Bank is closing April 30, but a petition is circulating to keep them open. Everyone is enjoying Family Dollar Store and Spanky’s. Van suggested a barrier to protect the key pad at the gate.
The motion to adjourn was made by Cheryl Wangrin and seconded by Van Wagnon. The meeting adjourned at 3:36 pm.
